The Safi Municipal Council held the first session of its ordinary October 2026 meeting on Friday, October 2, at the City Hall meeting room. The session was chaired by Elias El Badaoui, President of the Safi Municipal Council, and attended by the city’s Pasha, council members, the Director General of Municipal Services, and several municipal officials.

At the beginning of the meeting, council members voted to hold the session behind closed doors, in accordance with the provisions of Organic Law No. 113.14 governing local authorities and the council’s internal regulations. The council president then congratulated the members of Parliament who had won seats in the legislative elections before presenting his news report and moving on to the remaining items on the agenda.

Several agenda items received unanimous approval, including a draft partnership agreement to finance and implement a programme to improve and rehabilitate green spaces across Safi between 2026 and 2028.

The council also unanimously approved the renewal of deliberations and the partnership and cooperation agreement between the municipality and the “Arham” Association for Animal Welfare and Environmental Protection.

Other unanimously approved measures included naming streets and public squares after prominent figures and symbols of the National Movement, the Resistance and the Liberation Army.

The council also approved a resolution concerning the acquisition or expropriation of land required for the construction of the No. 01 outer ring road, with a width of 80 metres, as well as Roads No. 216 and 217 in the Naftah district.

In addition, members unanimously approved two partnership agreements with Safi Local Prison and Moulay El Bergui Central Prison to implement Law No. 43.22 on alternative penalties, particularly community service. The council also approved an amendment to Municipal Resolution No. 2026/22 concerning the reallocation of funds within the equipment budget.

Meanwhile, an absolute majority of council members approved a draft partnership agreement between the municipality, the Provincial Directorate of the Ministry of Culture, and the Abda Association of Aita Masters, aimed at strengthening cooperation in the cultural sector.

The council also approved the establishment of a committee to resolve land ownership and property registration issues affecting landowners in the Trab Sini district. The committee will coordinate its work with Safi Province, the Directorate of Housing and Urban Planning, and Al Omrane.

Other measures approved by an absolute majority included the acquisition or expropriation of plots of land along the second phase of the Amuni Corniche in the Trab Sini district.

The council also endorsed recommendations concerning traffic management and road signage, as well as reopening deliberations on the allocation of the actual budget surplus for 2025.

However, the council decided to postpone discussion and approval of several other items.

These included two agreements concerning the relocation of the sports club for ball games and pétanque, and the shooting sports club, from the go-karting facility.

The council also postponed two agreements to provide school transport vehicles for the “Moubadara for Social Initiatives” Association in the Takabroute area and the “Al Rayhan Association for Education and Development” in the Diour Sidi Abbas neighbourhood.

Finally, consideration of an amendment to Municipal Resolution No. 2025/137, concerning the updating of Article 5 of the municipal tax resolution, was also deferred.

These matters therefore remain unresolved following the first session of Safi Municipal Council’s ordinary October 2026 meeting.
